CODE ENFORCEMENT - HOUSING


The Town of Salem has adopted the Municipal Code Chapter 208 – Housing Standards which establishes minimum standards for dwellings. Property owners must provide safe, sanitary housing which includes the following:
  • No infestation of bugs, mice, or rats.
  • Internal plumbing that functions properly without sewer back-ups.
  • Safe wiring without exposed wiring, bad switches or outlets.
  • Roofs and walls that do no leak.
  • Plaster that is not falling from the walls or ceiling.
  • Floors, walls or ceiling with no large holes.
  • Porches, stairs, and railings which are structurally sound.
  • Proper storage of rubbish and garbage.
  • Adequate supply of cold and hot water.
  • No leaks in gas lines or appliances.
  • Heating facilities that are properly installed, maintained and in good working condition. The heating facilities must be capable of heating all livable rooms and bathrooms to at least 65 degrees.

Request For Repairs

Tenants should make all requests for repairs to their landlord in writing. If the landlord fails to make the proper repairs, serious problems should be reported to the Health Officer (890-2050). Structural issues may be referred to the Building Inspector (890-2025) and fire hazards should be directed to the Fire Department (890-2200).


Tenant Protections

It is against state law (RSA 540-A) for a landlord to:
  • Shut off your utilities.
  • Lock you out of your dwelling without a court order.
  • Enter your dwelling without permission, except for emergency repairs. Tenants must allow access for repairs when given reasonable notice.
